Update to CISA WiX Toolset Vulnerability

GPA previously released a response to the WiX toolset vulnerability CVE-2024-24810 which did affect GPA Synchrophasor and Power Quality installers (here). This vulnerability has been resolved in the official realeases for the following installers:
After a careful review of the vulnerability the following Power Quality Product installers have been found not to be affected:- openXDA version 3.0.0 and newer
- PQ Browser any version
- PQ Dashboard any version
- TrenDAP any version
- openSEE any version
